WHEN WILL THE POVERTY OF THE FILIPINOS BE RESOLVED???         
                                                                  
      Mr.Julio Tehangke, La Salle dean, made a survey which was published in the Philippines Daily Inquirer on December 10, 2014. His article entitled “FEW WHO CONTROL the PHILIPPINES” has the following contents; Only 178 families control the political system of the country. Of these 178 families, 75% are the members of the senate and the House of Representatives, and 80% are the governors and mayors who are members of the so called “political dynasties”.
      To mention a few; The revillas, Enriles, Aguinos, Cojuangcos, Estradas, Osmenas, Marcoses, Binays, Cayetanos, Antoninos, Dutertes, Plazas, Chiongbians, Pacquiaos,  Duranos, Ampatuans, Mangungudatu, Acharon, Yaps, Hatamans, Akbar s ug uban pa!
      20% Vice mayors’ mga political dynasties are just  fulfilled.
      Because they are so rich that they tend to tell lies just to fool people, many get fooled and so they are oppressed.
      Hence, our country now is buried in debts that push the people to more malnutrition and poverty. So unless political dynasties will not be dissolved, the gap between the rich and the poor will widen year after year. And if no move of our government to have political dynasties dismantled, the dismal situation will sharpen until majority of people will have to reform the system against those who dominate and oppress the majority of Filipinos! When will the Poverty of Filipinos be Resolved

Good day to all my co-filipinos! Here in GenSan, in SOCCSARGEN, and the whole Region 12. All of Mindanao,including the Visayas and Luzon!

Have we reflected on the root cause why the Filipinos are poor despite the wealth of our nation? Do we believe that millions of Filipinos are victims of malnutrition and hunger?

Millions of Filipinos are called "Squatters" in their country??? Despite the wide lands we have, we are Squatters? We have almost nothing to eat, to drink despite we are surrounded by large seas, rivers where a lot of God's gifts for us are? All classes of fish, pearls, etc.are found?

Do we believe as what foreigners say? " Ah Filipinos are poor because are lazy? Who work in the farm so that we have of farm products to buy for all of us, the seas with their fishes, pearls and etc to get are done by Filipinos are not the farmers the so-called "backbones of the nation? Because they labor hard so that we can live as human being.

Despite so many things to eat, we still become nation of malnutrition and hunger? Does God have not enough supply for all of us? According to a Catholic Priest who has studied the economy of the world, Philippines included, there more than 9 billion peoples global-wide. But even if there would be 36 Billion peoples all over the world, still there will be more than enough there are to eat from farms, from the seas, rivers and from the sky.

Why do billions of people in the world suffer from malnutrition and hunger even there are only more than 9 billion now?

What might be the answer to the query? "Why do millions among the 100 million Filipino today and billions of peoples all over the world are hungry and poor"??? Because they are lazy? Progressive Gensan Beyond Expectation

GENERAL SANTOS CITY-ABSDAMAHAN'SLIVE-STREAM NEWS TV (December 12, 2014) The City Mayor of General Santos City Mayor Ronnel C. Rivera had declared last night the opening of the Christmas Festivities "PASKUHAN SA GENSAN 2014, Pasko Pamilyang Heneral, Pasko ng Pasasalamat at the open field of Oval Plaza, General Santos City. As usual, the opening programs start with a Christmas music and hip-hop dance  sang and performed by the troop of performers organized by the General Santos Tourism Council  lead by no less than the wife and the First Lady of Mayor Rivera Mrs. Jane Rivera. 

Last night, that was a very festive night, everybody are enjoyed to watch from musical and dance for those audiences who are there in an over-crowded stage oval plaza. Mayor Ronnel Rivera, Vice Mayor Shirlyn Banas-Nograles, Mr. Gil Mosqueda of City DepEd, his assistant, Atty. Sapatos and other city officials were presents last night and including the overwhelming crowds sa PASKUHAN SA GENSAN. 

But the interesting points has made significance to public, when Mayor Rivera publicly announced in his Christmas message he said, "More investors will invest in Gensan and soon to come". And he further said, "Asean Development Bank will finance Farm-to-Market road (FMR), refurbish Gensan International  Airport and Makar International Port with a time frame from 2015-2018 after their meeting in Davao Mayor Rivera said" 

So, because of the proximity of General Santos City to outside world for a potential global transitional shipment of good to any points of the International port of destination Gensan has the advantage and favored location site for global business.

We will watch the progressive city of Gensan in the near future to become a modern hub of global business destination, if this will strategically plan by our local leaders and to include the generals. (By. Abs Damahan Publicist)

Manny Pacquiao Sports Challence Celebrated with Big Bang

GERERAL SANTOS CITY- ABSDAMAHAN'S-LIVE STREAM NEWS TV (December 6, 2014) Manny Pacquiao Sports Challence 2nd. SARGENINTER-LGU SPORTS TOURNAMENT celebrated with Big Bang LGU Officials of Gensan and Sarangani Province were present there last night to witnessed the culmination of the 2nd. Pacquiao's Sports Tournament. Awards of different categories in sports were given to all the winners and awardees.

By no less than Congressman and sportsman boxing icon Hon. Emanuel Manny (Pacman) Pacquiao personally distributed Cash and Trophy awards to the winners of different barangays, municipalities and including General Santos City.

During the culmination of the sports event everybody are enjoyed and happy last night when Congressman Pacquiao announced the P1M cash prize to the winners of LGU Kiamba and Sarangani Province. Biglaan pag anunsyo ni Manny sa taas mismo ng entablado kasabay pagtapos ng patimpalak nang programa.

Magandang hapon po sa lahat!

       Magtatatlong taon na mula ng manungkulan ako sa pinagsamang termino bilang oic at halal na governor ng arm. At mula noon ay sinikap at nagawa po nating ayusin at baguhin ang arm mula sa dati nitong kalagayan. Sama-sama tayong nangarap at kumilos upang patunayang kaya nating gawing possible ang akala ng mga nagduda ay napaka-imposibleng mangyari. Naibalik po natin ang tiwala ng pambansang pamahalaan sa atin, naibalik natin ang tiwala at suporta  ng ating mamayan sa pamahalaan ng arm, at higit sa lahat nabago natin ang negatibong pananaw sa atin ng mga taga-labas ng rehiyon. Andito na ang pagbabago, hindi na tayo kelangang lumayo pa ditto sa mismo sabulwagang ito, makikita at ramdam na natin ang pagbabago.
     Humarap ako sa inyo ngayon upang ilahad ang aking pangalawang state of the region address,  at ito na ang kahuli-hulihang  state of the region address sa kasaysayan ng arm. Pero hindi po ako magbibigay ng farewell address, hindi po ngayon. Ang kalagayan po n gating rehiyon ang isalaysay ko.
     Pero bago ang lahat, nais ko pong balik-tanawin an gating nakaraan.
     Para po sa kaalaman ng lahat, na sa hinagap o panaginip, hindi po sumagi sa aking isipan ang pangaraping maging bahagi o higit lalo ang mamuno sa armm, isang lugar na banggitin lang ang pangalan ay nagdudulot na agad ng takot at kwento sa katiwalian at dayaan sa panahon ng halalan. Pumapatak ang arm sa headlines sa panahon ng eleksyon bilang balonsa mga boto na nagpasya sa kapanalunan ng mga kandidato. Sa arm lang maaring maging zero ang isang kandidatong nais ilampaso ng sino mang nasa poder nito.
     Alam kong bawat isa sa atin ay dama kong gaano kahirap ang mamuno sa arm, kaya nung kinausap ako ni pangulong noy upang pamunuan ang arm, para akong humarap sa isang napakalaking bundok ng hamon. Pag uwi ko ng bahay kinausap ko ang aking asawa. Sabay naming kinausap ang aming anak, at sabi nya “amah akala ko magiging driver ka lang naming sa eskwelahan.” Naging hudyat na mensahe ito para sa akin, nabuo nito ang aking desisyon na aakuin kong maging driver ng sambayanang moro upang ihatid sila sa isang magandang bukas na napakatagal na nilang inaasam. Ito na ang pagkakataon, ang nakaatang sa akin ay hindi prestihiyo o karangyaan ng posisyon, kundi kauparan ng isang misyong inako ko na sa aking buhay, ang paglingkuran ang bangsamoro. At sa desisyong ito, inaalay ko ang aking sarili ng buo sa kapasyahan ng panginoong allah.
     Mabigat man ang hamon pero masaya po ako sa pag umpisa n gating paglalakbay dahil ang komunidad na aking pinanggalingan ang civil society na binubuo ng mga ngos at peoples organizations ay nanguna at umagapay sa atin sa pagbalangkas ng isang road map para sa transitional reform government. Kasabay nito ay agad ding nagbigay ng suporta ang mga local government executives ng arm upang maipwesto ng maayos ang binabalak nating mga programa. Sa pamamagitan nito tiniyak natin maging tama an gating unang hakbang sa tuwid na daan.
     Ang nagging pangkalahatang palisiya po na gumabay sa ating pamamahala ay binalangkas natin bilang ‘the three pillars of vreform’. Dito sumentro an gating pag-aral sa mga suliranin at ang mga akma at nararapat na paraan para lunasan ang mga ito. Sa buong panahon n gating panunungkulan isinapuso natin ang good governance, socio-economic development at peace and security. Sa lilim ng three pillars of reform umiinog an gating pagkilos sa halos tatlong taon nating pagsusumikap upang gawing possible ang imposible.
     Pero higit ho sa atin na andito ngayon, ang susi ng pagbabago na ating nakamit ngayon ay nasa kapasyahan ng ating mga mamamayan. Sila na sa kabila ng pagdurusa, sa kabila ng kahirapan ay patuloy na nagsusumikap at nag aambag ng munting kontribusyon sa sarili nilang paraan para sa kaunlaran ng rehiyon at para sa ating kinabukasan.
     Habang tayo’y narito ngayon sa oras na ito, sa isang liblib na pook sa isla ng basilan, sa kabila ng mga naka-ambang peligro, isang guro ang walang pagod na nagtututro, ginagampanan ng walang pag-iimbot ang kanyang tungkulin upang mabigyan ng magandang bukas an gating kabataan.
     Sa kabundukan ng Lanao sur, isang magsasaka ang sa ngayo’y naghaharvest ng kanyang tinanim na sili at sakurab, ilalagay ito sa sako upang tuluyang gawing palap na pampagana sa hapag kainan nating lahat. Sa oras na ito, ang mga mamamakalaya sa isla ng sulu ay pumapalaot na para mangisda, habang sa isla ng tawi-tawi ang mga seaweed farmers nama’y naghaharvest ng agar-agar. Sila ang nagbibigay sa atin ng biyaya mula sa ating karagatan.
     Sa eskwelahan naman sa isang munisipyo ditto sa maquindanao, sa oras na ito ngayon, ang mga bata ay nagbabasa ng libro at nagsusulat sa kanilang mga notebook, at mayamaya lang ay masayang magsisitakbuhan para maglaro imbes na magtakbuhan para magtago ng di tamaan ng mga bala ng digmaan.
     At  mamaya lang sa pagsapit ng gabi, isang nanay na empleyado ng armm ang maghahanda ng hapunan,  at masayang nagpapahinga kasama ang buong pamilya, at sa gabing mapayapa ay ihihimlay ang pagod na katawan upang bukas ay kakayod na naman para pagsilbihan ang mamamayan.
     Sila po ang mamamayang ating pinagsisilbihan, ang tahimik at mga walang mukhang pinaghuhugutan natin ng lakas bilang isang rehiyon. Ang dahilan kung bakit tayo narito ngayon.
     Nagyon sa bulwagang ito, ang mamamayang ating pinaglingkuran at tayong mga lingcod bayan ay may iisang tinig. Ang resulta n gating pagtutulungan at pagsusumikap ang magbibigay ng tunay na mukha sa kalagayan n gating rehiyon. Ito ang pagbabagong ating pinapaniwalaan at pinapangarap.
     Ano nga ba ang bago sa arm?
     Sa umpisa pa lang ng ating panunungkulan siniguro natin ang hayag at tamang proseso sa lahat ng transaksyong ating pinapatupad. Lahat ng mga proyekto ng gobyerno ay dinadaan na natin sa hayag at competitive bidding alinsunod sa mga patakaran ng commission on audit. Dagdag pa rito inatasan natin ang lahat ng mga opisyal sa armm na ilahad sa publiko ang mga personal contact numbers para sa madaliang access sa kanila. Kasama po din ako, kaya nga andami ko nang mga textmates ngayon, kapwa haters at mga friendlies.
     Noon kailangan ng koneksyon at palakasan para makakuha ng trabaho sa armm, ngayon ang hiring at promotion ng mga empleyado ay dinadaan na natin sa regional selection and promotion board o rspb. Lahat ng mga kwalipikado ay may patas na oportunidad nang makahanap ng trabaho sa ating pamahalaan na di na kelangang magbayad., mangoneksyon o dumaan sa palakasan.
     Ngayon pinapatupad na natin ang open governance. Lahat ng departamento, kagawaran o tanggapan ay inatasan nating i-publish sa kanilang mga websites, ang mga kaukulang impormasyon ng kanilang mga proyekto, pondo at mga aktibidad.
     Inayos natin ang ating mga gusali at mga institutionalisasyon sa ating pagpapatakbo ng mga opisina.Lahat ng mga ahensyang may frontline sevices ay kailangang merong citizens charter. Sa tulong ng development academy of the Philippines, pinahusay natin ang mga sistema sa operasyon ng mga tanggapan upang maging propesyunal at episyente ang mga ito sa pagpapatupad ng kanilang mga mandato at hindi lang opisinang ginagawang tambayan ng mga walang ginagawa.
     Inaayos din natin ang proseso sa pagplano at pagtiyak sa partisipasyon ng ating mga Igus at csos sa pag-konseptualisa, pagtakda at pagpapatupad ng mga proyekto kaya binuhay at ginawa nating aktibo ang regional economic and development planning board o redpb na pinangangasiwaan n gating rpdo.

     Alam nyo po ban a ang inabutan nating budget para sa mga proyektong dinadaan sa dpwh ay nasa 1 billion a year lang, nung naupo na tayo at sa pagbabagong ating nagawa naging 5.02 billion sa 2014, bahagi na rito ang road to peace ng programang pamana, at sa 2015 naman ay 10,103 billion na. Malinaw po na pinapakita nito ang pagtiwala at kumpyansang binigay ngayon ng pambansang pamahalaan sa ating dpwh.
     Dati rati malaking perwisyo sa atin ang mga lubak-lubak o hindi sementadong mga kalsada. Pahirapan ang pagtawid ng mga produkto. Naging matamlay an gating ekonomiya dahil kapos an gating mga imprastruktura. Ngayon nakumpleto nan g dpwh ang pagsesemento sa 158,907 kilometers na kalsadang magpapabilis sa ating paggalaw at magdudugtong sa ating mga komunidad sa sakahan at pamilihan. May na construct tayong 5 tulay na magdudugtong at magbibigay buhay sa ating mga komunidad. Ngayon sa malalayong pook, hindi na mahihirapan an gating mga mamayan sa pagkukunan ng tubig dahil may 13 water systems tayong naitayo. May 10 seaports din ang ating napalawak, at 8 flood control and drainage facilities tayong nakumpleto na ang konstrukyon.
     Mga kababayan, tiniyak n gating dpwh na ang tuwid na daang ating tinatahak ay pulido at sapat sa pinaglaan ng pera ng bayan.
     Dati rati bihira ang naglalakas loob na magbuhos ng negosyo sa rehiyon. Sino po ba naming imbestor ang tataya sa malalang sitwasyon ng peace and order at talamak na red tape sa pamahalaan. Ngayon, dahil sa ating inayos na burukrasya at pamamalakad sa armm kasabay ang matagumpay na usapang pangkapayapaan, tumaas ang kumpyansa ng mga negosyante. Sa 2013 nakita natin ang pagbugso ng investments sa ating rehiyon na umabot ng p1.46 billion. At sa third quarter pa lang ngayong taon pumalo sa mataas na record na p3.372 billion halaga ng imvestments, higit doble pa ito sa naitala nating investments sa nakaraang taon. Ito po ay bunga ng matagumpay na usapang pangkapayapaan sa pagitan ng gph at milf.
     Dagdag pa rito, sa kauna-unahan pagkakataon nailunsad natin sa probinsya ng tawi-tawi ang isang international business conference. Dinaluhan ito ng mahigit 400 na mga negosyante mula  Malaysia, brunei, Indonesia at japan at mga multi-national companies sa Mindanao. Ang kumpyerensyang ito ay nagresulta sa pledge na p900 million na halaga ng investments para sa oil palm industry, power generation at sea weeds trading sa pagitan ng tawi-tawi, brunei, Indonesia at Malaysia.
     Tunay pong tinamasa na natin ngayon ang resulta ng pagbabago sa rehiyon. Ang naibalik nating tiwala at kumpyansa ng pambansang pamahalaan at n gating mamamayan ang nagtulak sa pag-unlad at pag-igpaw n gating ekonomiya kahit sa maiksing panahon lang.
     Mula sa paglugmok at nasa negative 0.3% sa taong 2011 nung tayo po ay unang nanungkulan, ang gross regional domestic product o grdp ng armm ay lumaki ng 3.6 percent sa taong 2013, umangat tayo mula sa mapanglaw na recovery na 1.1 percent growth sa 2012.

     Kasabay sa pag unlad n gating produksyon sa agrikultura ay pinapataas natin ang antas ng kakayanan n gating mga kababayang nasa sector ng agrikultura at pandagat.  Sa tulong ng mga programang pangsakahan  ng national government gaya ng agri-pinoy, sikat saka, bub at iba pa, naibahagi natin ang suporta sa ating mga magsasaka’t mangingisda, mula sa produksyon hanggang sa post-production. Andito kasama po natin ang ilan sa ating mga champions sa ibat-ibang larangan ng produksyon sa sector ng agrikultura, bigyan po natin ng pagkilala, si Princess  Kumalah Sug Elardo, isang coffee grower ng Sulu Royal Coffee, si  Benzar Asula isang vegetable farmer mula sa Masulo, Basilan, at si Benjamin Abdulmaute ng Al-RahmanMultipurpose cooperative ng Mamasapano, Maquindanao, producer ng organic black ang brown rice, andito rin po si Mayor Raisara Mangondato, ng Balindong, Lanao del Sur, sya po ang best implementor ng Mindanao rural development program ayon saw b. Maraming salamat po at saludo kami sa inyo.
     Tayo din po ngayon ay tinaguriang most improved region sa usapin ng pagpapatupad ng commitment sa unified millennium development goals sa pagbaba ng maternal and infant mortality.
     Ayon sa national demographic health survey at field services information system, sa taong 2008, ang maternal rate sa armm ay nasa 245 per 100,000 na livebirths. Bumaba na po ito ngayon sa 51 per 100,000 livebirths sa taong 2013, mas mababa pa ho ito kumpara sa national rate na 152 per 100,000 livebirths. Bumaba din po ang infant mortality rate natin mula 55 per 1,000 livebirths sa taong 2008, naging 16 per 1,000 livebirths na lang po sa 2013, pinakamababa poi to sa buong bansa.
     Sa kasalukuyang tala tumaas ang nabigyan natin ng philhealth cards mula 835,153 noong 2012 ngayon 2014 as of October ay umabot nan g 1,535,661 members kasama ang pamilya. Sa philhealth accredited hospitals naman ay mula sa 28 noong 2012 mayroon na ngayong 37, habang ang rhu natin ay mayroon ng 50 na philhealth accredited ngayon mula sa 19 lang noong 2012
     Hindi po naging masagana an gating rehiyon ngayon, ginagawa poi tong malusog n gating department of health sa tuloy tuloy nitong mga kampanyang pangkalusugan gaya ng anti-polio, laban sa tigdas at marami pa. Dahil sa kakulangan natin sa mga propesyunal  lalo na sa larangan ng medisina sa mga bayan sa basilan, sulu at tawi-tawi, hinikayat natin an gating mga kabataan na makapag-aral at magtapos upang makapagserbisyo sa kanilang mga bayan. Sa pinaghalong suporta mula sa aking special purpose fund at s ached-armm, sa kasalukuyan ay umabot nap o nang 1,765 ang bilang n gating mga iskolar, mga kabataang nabigyan natin ng pag-asang makatapos sa kanilang pag-aaral sa kolehiyo.

Ang kaibahan ho ngayon sa ating partnership ay aktibo ang participasyon n gating mga local government units. Sa kauna-unahang pagkakataon, dahil sa partnership na ito umabot na tayo ngayon sa 97% obligation accomplishment sa implementasyon n gating bottom-up-budgetting (bub). Sa 2015 itatayo natin ang mga special peace and order councils batay sa geographical na pormasyon at sa kanilang particular na security concerns.tulong ng ating mga lgus ipapatupad natin ang clustering ng magkakadikit na municipalities para matulungan sa pag pigil sa kriminalidad at iba pang mga banta sa seguridad. Lahat ng ito ay gagawin natin sa tulong n gating mga lgu at mga regional legislative assembly,----- double-time, sisnsin at pulido para maging matiwasay ang transition sa pagpasok ng bangsamoro.
     Ang tagumpay nating nakamit ngayon ay bunga ng ating mga pagsuusmikap, n gating pagtutulungan, ginawa naming an gaming trabaho para sa inyo at sinuklian naman po ninyo kami ng inyong suporta at kooperasyon. Kaya sa yugtong ito nais ko pong magpasalamat sa inyong lahat, hayaan nyo po akong ihayg ito at taos pusong ipadama sa inyo.
     Una, nais ko pong pasalamatan ang aking pinakamasipag at pinagkatiwalaang Executive secretary si atty. Laisa Alamia, siya po ang wonder woman ng armm, ang team captain ng aking gabinete, maraming salat ES.
     At siyempre ang aking buong gabinete, mangyari npong tumayo….. Mga kababayan sila po ang nasa likod n gating pagsusumikap upang maihatid sa inyo ang pagbabago. Ito po ang aking reform team, ang aking mga klasama sa trabaho. Mga kasama ko sa kabinete, sa inyong pasensya, paatitiwala, at panahon sa kaibuturan ng aking puso, maraming salamat po sa inyo.
     Nais ko pong pasalamatan ang mga kasama natin sa civil Society organizations, at mga partners natin na mga international organizations na naging bahagi po n gating paglalakbay sa reporma. Maraming salamat po mga kasama’t kaibigan.
     Sa mga partners nating mga local government officials, na nagbibigay ng suporta sa atin sa bawat hakbang n gating pagsulong. Maraming salamat po mga honorable sirs.
     Sa akin din  pong pamilya, lalo na sa aking inah na kasama po natin ngayon, sa aking asawa’t mga anak, para sa inyong pasensya, paggabay, suporta at walang kamatayang pagmamahal, ang aking labis labis na pasasalamat.
      At higit sa lahat, sa ating mga kababayan, maraming salamat po. Kayo po ang aking inspirasyon, kayo po ang dahilan kung bakit tayo ay nagtagumpay.
     Mga kababayan, ngayong ramdam na natin ang pagbabago, ngayong tinatamasa na natin ang bunga nito, ito po ang aking masasabi;”kung ano po ang inabot natin ngayon, natitiyak ko po na mas higit pa an gating makakamit kapg tatg na nag bangsamoro. Ibibigay sa atin ng itatayong bangsamoro ang pagkakataong pagibayuhin ang mga tagumpay na ating nakamit ngayon. Huwag po tayong mag-aabang na  lang na mangyari ang kasaysayan. Tandaan po natin na ang susi para sa kapayapaan ng buong bayan at kasaganaan para sa lahat, ay bangsamoro higit sa ating sarili. Ang bansamoro ang magiging katuparan n gating mga pangarap bilang mamamayan. Salubungin natin ito. Yakapin natin ito ng buong puso……”
     Mga kababayan, dapat lahat tayo ay bahagi ng kasaysayang ito. Lahat tayo ay may papel na ginampanan at gagampananpa. Nakatingin man tayo sa ako pa roon, pero tiyakin nating nakaapak an gating mga paa sa lupa ng kinalagyan natin ngayon. Sa maiksing panahon        nakayanan nating mabago ang kailangang baguhin at maituwid ang dapat ituwid. Sa natira pang mga araw gawin       lang natin ang dapat at tama, tuloy lang tayo sa reporma.  Ito lang ang pamanang ating iiwan, dahil matpos ang lahat, tanging an gating mabuting gawa ang magsasalita at tutularan ng mga susunod sa atin.

     Mga kababayan sa aking pagmamaneho marami akong naging kasama na mga magagaling na mekaniko. Naipatakbo natin an gating sasakyan ng maayos at napatunayan natin na ditto sa bahaging ito ng mundo, tayong mga muslim, tayong mga moro ay kayang magpatakbo ng gibyerno, na kaya nating itakda an gating kinabukasan bilang mamamayan. Sa aking naging papel sa kasaysayang ito, taan kong masasabi, hindi ko pinahiya ang aking pamilya, at higit sa lahat hindi ko pinahiya ang muslim at bangsamoro.

Climate change through extreme weather events, rapidly changing climate patterns and slow onset impacts drastically alter an agricultural community's coping and adaptive mechanism. Through funding support from the Australian Government's Department of Foreign Affairs and Trade (DFAT), International aid group Oxfam has pioneered a climate adaptation and risk reduction project in the most vulnerable municipalities in Mindanao through its Building Resilient and Adaptive Communities in Mindanao (BINDS) project.

This regional learning forum will feature the best practices on climate change adaptation and serves as platform for communities to raise their voices on what needs to be done by policy makers and stakeholders to increase the resiliency of agricultural food producers.

Constantino “ would be known to many of his personal historical background and political career  by his town mates and the rest until such time success in politics undefeated Mayor of Malungon.
For Municipal of the Report Address – known as “The Chief Executive’s Report” in their Inaugural program official invitation the Chief Executive read line by line of what is his accomplishment in the year 2013 acknowledged the participation of his officialdom of Malungon. The two others Sarangani officials Governor Steve Chongbian Solon of Sarangani Province and House Representative Emmanuel D. In welcome remarks delivered by Bagito politician Vice Mayor Erwin A. Asgapo known also is one of a powerful political clan of Malungon he has big family with in this town, normally were done more greetings to the official guests and visitors who are presents in today’s Inaugural program.
Mayor Constantino tells his constituent of his long Executive’s Report the profile and the history of Malungon as well the accomplishment report projects of his Municipality: From physical projects, social component projects, health program projects, livelihood assistance projects and so on and support related to public service. Mayor Constantino said, he is so blessed here in Malungon as their leader wherein his constituent can live and enjoy peacefully place to live and stay with-out wariness.
Governor Steve Solon on the other hand said, he is so happy on the 45th Foundation Day “That for today celebration political leaders of Sarangani are united in politics for a cause. He made mentioned in his very concise speech which shows of his professionalism experienced in the US School of business system graduates. He has sense of responsible leader chooses his words and sentences carefully to avoid flip-flop or misquoted from his mouth, when he delivered the Anniversary Message at the open ground stage of Malungon.
The governor said, that was in 1969 Malungon Municipality was built and considered a very historic place for the people of Malungon and by his public pronouncement in his Anniversary Message said, “All resources of the province went to community”. He also all out supports of leader in a kind of “Servant Leadership”.
For Congressman Manny D. Pacquiao part has not mentioned much on accomplishment, but more on pasasamat to the people Malungon on particular the native B’laan “Tribu”. Which, he made mentioned, “Community must creative and be a compassionate social workers”. He also stressed-out, “In every problem there is always solution.” His prepared Keynote Address is a combination from Cebuano and Ilonggo (Karay-a) and Hiligaynon dialects.

How do we join and participate to ASEAN Business group, if it is, we don’t know what is going on the new paradigm of business concept and business strategy of this new business alliance? It does really make me worry what I heard and observed from invited participants.
The proximity of  Makar  International Port  and GenSan International Airport to rest of the World is so favorable for Global business considering of its location in the Global maps, as you can see the route from GenSan, Bitung, Menado, Surabaya Indonesia and Singapore and other International ports nearby Philippine Archipelago. If all this facilities be upgrade Makar International Port would be and can be Transshipments of Global productions. Three factors are there in one basket: Airport, Seaport and Container Van Warehouses. But the negative side of it, “there is no improvement as you can visited all these three facilities.” GenSan International Airport X-Ray Machine dysfunctional according to my source it needs upgrading to purchase new X-Ray equipment.
Mr. Rene Pamintuan has quoted in his presentation at the conference, “50-60 container van Makar International Port can accommodate and can ship-out to any points of destination globally in one week time, but, we are shortage of container van during peak season of delivery of good for exports”, Pamintuan said.

City issued overtime work for CTO employees

GENERAL SANTOS CITY - As a result of the recent decision of the court to issue an extension of the Temporary Restraining Order(TRO) continuing the function of City Treasurer's Office OIC Rodilon Lacap as
city treasurer, City Mayor Ronnel Rivera authorized front-liner workers of the said office to render overtime services with pay to make up for the 2 days that the office activities were suspended.

"In the exigency of service, the workers will render overtime services with pay on June 21 and 28, 2014 from 8:00 am to 5:00 pm to ensure delivery of service to customers are promptly catered and delivered beyond office hours," the memo states.

A "No Transaction" sign was put up 2 days ago at the City Treasurer's Office declaring suspension of work due to a row wherein the present administration is questioning the appointment of Atty Jose Gonzales as the new city treasurer.


Generally, the memo was issued to safeguard and protect the interest of the government, and all collections acquired from business permits, licenses and other official transactions properly accounted for at the end of the day.(C. Sulit/CPIO)

MALAPATAN SARANGANI (ABSDMAHAN’SLIVE-STREAM NEWS TV/ June 19, 2014) The 9th PAKARADYAN Festival from June 17-21, 2014 with the theme: Embracing Culture in Shaping Development is a show casing of the rich culture of the native mixed of the traditional tribes of Maguindanun and Blaan. The colorful traditional cloth and prestige are still there weaving cloth of the famous Blaan households’ one of the human interest for local tourist and visitors who visited Malapatan Town Hall.
Rich Maguindanun cultures in the local term PAKARADYAN which means festivity often held with a Kanduli (thanksgiving), accompanied by celebration Pagana (feast) which may come as a Kagkawing (wedding celebration), Qadtamat (Qur-an Reading), Tanda (Baptismal rite), Salangguni (pamanhikan), Kadsalam (circumcision), Kapanggaygayan (gathering in respect of the death of a love one), Eid’l Ftr (end of Ramadhan), Eid’l Adha (Hadji Pilgrimage feast of sacrifice), and the likes. Its equivalent to non-Maguindanaon would be also consider any Filipino fiesta celebration, and serve meal attended by many guests and visitors, often held in honor of a particular occasion. 
The non-Muslim culture and practices are preserve and protected will full support from the local government in long days festivities.
In the Schedule of Events in their Calendar of Activities of the 9th PAKARADYAN Festival and 45th Foundation Anniversary which started from June 17, 2014 and closing and awarding ceremony will be on June 21, 2014 as finale of programs of activities. Local Executive of Malapatan Mayor Alfonso M. Singcoy Sr. will be the spearheaded of the PAKARADYAN together with all local officials of Malapatan Municipality, the Office of Vice Mayor Hon. Jimmy T. Bagit, the Sangguniang Bayan, the national line agencies who established offices in  Malapatan, the PNP and AFP and the Barangay officials one way or the other are part of the Foundation Anniversary  as well the most of it all the constituents of LGU Malapatan under the cares of the local government in public service and livelihood assistance.

GENERAL SANTOS CITY (ABSDMAHAN’SLIVE-STREAM NEWS TV/ June 17, 2014) The opening of the 1st  MSME Congress with the Theme: “YAbong Maliliit na Negosyo sa Rehiyon 12” at KCC Mall Convention Center, General Santos City from June 17-18, 2014. The congress is formally declared opened by Ms. Rosanna Bernadette B. Contreras President, GSC SMEDCI Chair, 1st MSME Regional Congress, she said, SMED Council Boards will pass 10 Resolutions to the National line agencies and possible to the Congress of the Philippines that will boost and support small businesses of Region 12 in particular members of MSME organization and association, Contreras said. The objectives of the congress will be venue of the small business group to tackles issues and concern that will hampers local business growth for example power crisis, higher interest from bank loan, to establish a supportive  and encouraging repayment scheme and good delivery mechanism distinctive, advantageous , and appropriate for micro enterprise suppliers considering their specific needs and capacity. This address to large retailers, including among others commercial shopping malls and supermarkets operating in region12 and some problems related to business operation with in SOCCSKSARGEN.
One main concern of the SMED Council, by 2015 ASEAN Integration will be implemented whether we like or not, this will compose of 10 nation’s member of the ASEAN block. Ms Contreras said, “Unfortunately, small business like us in the MSME is not ready yet for that compliance in the ASEAN Integration maybe the big business group, I think they are prepared for the Integration, she said.
Mayor Ronnel Rivera normally is the Welcome Address being businessman, he knew more than enough in business strategy and concept. He is a successful politician and businessman in his turf. He talked more on how small business group will success in the City of GenSan and businesses operated in region 12 too.
But on the contrary for ASEAN Integration Ms Joji Ilagan-Bian said, “On Human resources, we more than ready to compare with other members of ASEAN, maybe in some sector they need to prepares and comply on the new policy of the ASEAN Integration”. The same view also with Mayor Ronnel Rivera, “ LGU of GenSan City will surely comply for the ASEAN Integration by 2015”.

In the presentation of Business permits and licenses for new applications and renewal among SOCCSKSARGEN and region 12, GenSan City is on the top favorite investment hub both local and foreign investors. By now, power supply is improved without brown-out, water supply is sufficient and peace and order is generally peaceful, there are only petty crimes recorded in the PNP Crime Index consider is normal situation.

The opening ceremony, June 20, 2014, 10:00 am, Veranza Mall and the closing and awarding ceremony will be on July 22, 2014.
The sequence and series of Business seminars of Yaman GENSAN is on top of the lines in their Calendar of Activities.  Interested stakeholders and participants who would like to take short courses to become entrepreneurs or negosyante what they should do first, please feel free to contact the organizers/ Contact Person and their Contact Numbers. Yabong Maliliit na Negosyo sa Gensan which we fondly call YAMAN GENSAN is the month-long business festival of the city which usually runs from mid of June till med of July.
YG stands to provide basic information and assistance to current and prospective entrepreneurs, facilitate access to technology and financing, initiate business development and promotion activities, and link local MSMEs with counterpart industry associations.
It showcase trade fairs, for a, conferences, seminars and trainings;  From day 1 of its inception, SMEDCI had organized over 300 activities with over forty thousand participants from Day 1.
Last year alone, 52 activities were organized which attached an estimated 5,159 participants.
SMEDCI is also the LGU’s partner for the Intellectual Property Business Development Services Project and
One Town, One Product or OTOP project.

PRELIMINARY ON CASE STUDY ON THE MASS REARING OF THE UNIDENTIFIED PARASITOID OF THE COCONUT INSECT SCIENTIFIC NAME (HEMIPTERA: DIASPIDIDAE)

Case Study
ABSTRACT
An unidentified parasitoid attacking coconut scale insect (CSI), Aspidiotus sp. was discovered after series of intensive field survey and collection in Davao region. The said wasp was suspected to be genus of Aphytis and observed to be a potential biological control agent of the pest.
Initial results on its biology and behavior under laboratory condition and their efficiency in the field were conducted at PCA-Davao Research Center. Successful mass production protocol of the parasitoid in the laboratory was developed. The technique involves rearing of coconut scale insect on the squash fruits as host of the parasitoid. This method is currently being used to produce considerable number of parasitoids for field release in scale insect-infested areas.
A satellite laboratory for the mass propagation of the parasitoid was established in Isabela City, Basilan for the control of coconut scale insect (CSI) infestation in the island. A large mass production laboratory is being proposed in Batangas and Laguna where heavy CSI infestation was found.
IMPORTANCE
·         Aspidiotus sp. Are tiny sucking insects found attached and fed on the underside of coconut leaves; and also found on the nuts.
·         In advance cases: affected leaflets may dry out due to sap loss, wilting of fronds and finally wither, premature nut-fall, significant yield reduction and death of the palm.
·         The initial outbreak of the pest was reported in Tanauan, Batangas in 2010 and spreading to adjacent areas in Southern Luzon.
·         Two years after, the coconut trees in the Island of Basilan was infested by the same pest.
·         PCA already implemented control strategies such as leaf pruning of infested leaves/fronds, fertilizer application, spraying with cochin oil, insecticide spraying and release of predatory coccinellid beetles.

SALIENT ACCOMPLISHMENTS
  
A.      Rearing of the host coconut scale insect
1. Secure clean mature squash fruits and CSI infested leaves
2. Allow CSI crawlers to transfer onto squash fruits.
3. Once CSI are established, keep squash in individual rearing tray until crawlers developed into 2nd instars for parasitization process.
4. Prepare as many infested squash in larger plastic trays for the introduction of the parasitoids.
    B.  Rearing the Unidentified Parasitoid
            1. Healthy and parasitized CSI on squash place together in larger rearing tray for parasitization.
            2. After one week, remove the introduced squash (la) from the rearing tray and transfer to another tray for parasitoid emergence.
            3.Replace or introduce another healthy 2nd instar CSI on squash ( same as la ) for parasitization.
            4. Repeat the procedures from 1 to 3 for continuous mass production of the unidentified parasitoid. Make sure there are still emerging adult parasitoids from the parasitized CSI ( 1b )
           5. The parasitized CSI on the squash ( at least 15 day old from exposure ) are now ready for field release.
C. Method of Release in the Field
      1. Release two pieces of squash with paralyzed CSI per hectare. Allow emerging parasitoids to fly freely and find its host. Repeat field releases monthly once stocks are available.
Initial studies on the biology, emergence and efficiency of the unidentified CSI parasitoid
·         Total developmental period. 17.67 days ( from egg to adult emergence ).
·         One mated female parasitoid can produced an ave. of 6.53 wasps.
·         Adult longevity can be enhanced to 3.07 days when fed with honey.
·         Emergence of the parasitoids is ver pronounce in the morning with 81.17% emergence.
·         Initial observation on the field efficiency of the parasitoid revealed 29.88% parasitism.


IMPLICATIONS AND RECOMMENDATION

·         The unidentified parasitoid suspected to the Aphytis sp. Can be a potential biological control agent against the coconut scale insect.
·         Biological control using this parasitoid can be a long term control strategy for the CSI to reduce its population into a manageable level.
·         Therefore, to produce considerable number of the parasitoids for the field release, a large mass production laboratory should be established in the CSI outbreak areas.
